Billing is where clean accounts get flagged for entirely avoidable reasons. Payment methods are one of the strongest linking signals platforms have.
Never reuse a card across accounts
A card that touched a banned account carries that history to every account it is added to next. Use a separate card per ad account — virtual cards from a business banking provider make this cheap and simple.
Match the billing country
Card country, business address and account region should agree. Mixed signals here are a common cause of verification requests on otherwise healthy accounts.
Add billing calmly
Add one payment method, in a later session than the first login, and let a small charge settle before scaling. Adding and removing several cards in quick succession looks like card testing.
When a payment fails
Fix the card, do not add three more. Repeated declines suspend the account faster than most policy issues, and the recovery is slower than it should be.
